改革开放以来，中国林业发生了历史性的巨大变化，生态体系逐步完善，林业产业体系建设日益发达，生态文化体系不断繁荣，林业在经济社会发展全局中的地位越来越重要，作用越来越突出。中国与9个国家签定了11个政府间林业合作协议，与34个国家签署了41个部门间林业合作协议（备忘录），加入5个林业或与林业直接相关的国际公约。累计争取林业援助项目540个，国际无偿援助资金近8亿美元。共派出访问、考察、进修、培训等各类出国人员约32000人次，接待来访外宾8700余人次。

      2004年在泰国举行的《濒危野生动植物种国际贸易公约》第十三届缔约方大会上,中国连任公约常委会副主席国和亚洲区域代表。2002年－2005年期间,中国当选为《联合国防治荒漠化公约》主席团成员。2005年在乌干达举行的《湿地公约》第九次缔约方大会上,中国当选为公约常委会成员和亚洲区域代表。

      加入重要国际公约，推动多边林业合作的全球化进程。中国政府相继加入5个林业或与林业直接相关的国际公约,即《联合国气候变化框架公约》(UNFCCC)、《联合国生物多样性公约》(UNCBD)、《濒危野生动植物种国际贸易公约》(CITES)、《联合国防治荒漠化公约》(UNCCD)、《湿地公约》(RAMSAR),其中后3个公约由国家林业局归口管理。另外,中国还加入了《国际植物新品种保护联盟》(UPOV)以及《国际热带木材协定》(ITTA)。

      据不完全统计，国家林业局已与美国、澳大利亚等国家的民间团体以及世界自然基金会（WWF）等20余个非政府国际组织/机构建立了联系，签署多双边合作协议（备忘录）15个，并共同实施了300多个不同规模的林业合作项目，争取项目资金5600多万美元，项目培训人员1500多人次，为中国的林业建设和自然保护事业做出了积极的贡献。

      加入重要区域进程，推动多边林业合作的区域化。国家林业局已经加入了蒙特利尔进程、亚太村社林业培训中心、亚洲森林伙伴关系、东北亚及欧洲森林执法与行政进程、亚洲森林执法与行政进程等区域进程。特别是贯彻胡锦涛主席在APEC领导人第15次非正式会议上提出的建立“亚太森林恢复和可持续管理网络”的倡议，亚太森林恢复和可持续管理网络已正式启动。
